here's an update on this bug.

The upstream issue has been closed, because I had told the upstream
developers that the problem had gone away.

Unfortunately, it seems that the issue is back (or, maybe, it has
never fully gone away, I don't know).
It happens less frequently, but it *may* still happen that pdfpc starts
with the not-really-fullscreen flaw. This may happen in single screen
mode and in dual screen mode.
It happens rather randomly, although not too frequently.

It seems that the previous work-around is no longer useful.
But I found a new work-around: when the window decoration
fails to disappear, I can switch work space and then switch back, in
order to get the real full-screen...

I have already informed the upstream developers about this updated
situation, but the upstream issue has not been re-opened (yet).


I hope this update may help some other user.
