Control: retitle -1 dphys-swapfile: please consider adding a systemd file in

What is the advantage?  There is no daemon involved, so the systemd restart
feature is not needed.  And as far as I can tell, there is no other
systemd feature that would help dphys-swapfile work better.

The only effect I can come up with is to create the need to maintain
both a systemd file and init.d file (to work also on systems without systemd),
and it do not seem like an advantage.

Will it speed up the boot?  Is it measurable?
