I think, finger-pointing to sysvinit doesn't help. A more
pragmatic view upon this problem could be as follows:
rtslib-fb-targetctl needs a resource to start correctly,
but it doesn't provide the one-liner to make sure the
resource is available.

No, it isn't mounted early at boot time, at least not from
sysvinit, due to a bug (see below).

Maybe the LSB header is bad, or the timeout in rtslib-fb-targetctl
has to be increased.
