earlier Gajim versions shipped the package "python-gnupg"
newer versions dont.
please check if the package python-gnupg is installed.

I can confirm this. No connection to gnupg and no output of the reason.
This is since the update to 0.16.8-2.

After upgrading my sid system after the unfreeze, gajim no longer
does PGP, see also the attached screenshot.
There’s nothing on stdout showing why.
On the commandline, both GnuPG and GPG2 work, using the agent:
