I experienced the same or a very similar bug nearly two years ago on a
gentoo server. I reported it to systemd upstream, it is tracked here:

Sorry, this is a productive system, I cannot just do upgrades to
unstable in that network setup to check wether a bug reported and worked
around nearly two years ago was fixed upstream
