I merged many bugs related to this problem into one.
gnome-settings-daemon 3.24 splitted into many binaries, the blacklist of
it in cinnamon-session supporting new change is done only in 3.4.1 (now
in experimental) when cinnamon 3.4 will be in unstable/testing all users
that not using gdm3 as disp
Duplicated on two computers using
gnome-settings-daemon/testing,unstable 3.24.3-1
Downgraded to gnome-settings-daemon/stable 3.22.2-2+deb9u2 and all
issues resolved.
Things I've observed broken:
Opening cinnamon-settings power crashes (from CLI or menu)
Power manager status icon in task mana
This still happens, tested for both regular and netinst based
installations on Testing/Buster {amd64},
Removal of gnome-settings-daemon as mentioned fixes the problem.

Ok, this is weird. Last night I had this problem, today I've turned on my
laptop again and I only have broken fonts, but the rest of the things seem to
be working (Fn keys, wallpaper, battery monitor...).
