Control: tags -1 sid buster fixed-upstream

This is fixed upstream in 1.10.2 (or possibly earlier). It would be good
to get that version uploaded in Debian.
Also tagging "sid buster" because my understanding from the upstream fix
is that this is only broken with mercurial >= 4.3 (and stretch
