in large networks with many mobile devices, it is usually preferrable to reply to a RS with a unicast RA. This is also specified by RFC 7772 section 5.1.1. radvd implements this behavior with version 2.17, but that version is not yet packaged for Debian. It would be great to have this behavior available in Debian.
