Setting PULSE_RUNTIME_PATH did not do it for me.
I borrowed the following from Fedora, and did:
1. /etc/udev/rules.d/90-alsa-restore.rules:
ACTION=="add", SUBSYSTEM=="sound", KERNEL=="controlC*", KERNELS!="card*",
GOTO="alsa_restore_go"
GOTO="alsa_restore_end"
LABEL="alsa_restore_go"
TEST!="/e

I mount a filesystem over /tmp in /etc/fstab, but if I take a peek underneath,

I agree, wholeheartedly. But getting this directory out of /tmp has
been a bug for 7 year

Control: reassign -1 alsa-utils
The same changes should also be applied to
/lib/systemd/system/alsa-restore.service
/etc/init.d/alsa-utils
