PyQt4 is planned for removal for the Buster release cycle [1]. It would be wise to consider switching the backend of backintime from PyQt4 to PyQt5 whenever possible. It might not be possible for the 1.1.x series, but it will definitely be possible in 1.2.x according to the README in the master branch [2].
