i'm pretty sure reportbug didnt suggest to install a package from experimental, but it mentioned that a new package existed in experimental and asked if you want to continue with the current report. this is to give you the opportunity to check if the bug you're about to report is already addressed by that release (of course on way is to install that package, other to check the debian and/or upstream changelog, the upstream source code, etcetc) and not report a bug which will waste that package maintainer's time.
