Bug#884516: python-bayespy: FTBFS and Debci failure on several architectures

Control: severity -1 important Arch:all packages are only required to build on amd64. There are still autopkgtest failures on several architectures, which are reproducible on the porterboxes, so downgrading the severity, but leaving the bug open.
