if an upstream that uses JUCE only ships the .jucer file and their own sources (something we should encourage), then we need to pull in Projucer (juce-tools) to generate Makefiles from that. However, Projucer is rather heavy in terms of dependencies. It would be super-nice if there was a lightweight alternative that could be used as a drop-in replacement for Projucer's cmdline interface.
