The problem is not that FAI is not running systemd, but that inside
the chroot FAI does not start any daemons at a

Some services (e.g. 389-ds -> setup-ds) require running Systemd services for
their configuration. As FAI is using SysVinit and chroot, it is currently only
possible to configure these services by using the dirty workaround of
