IKVM has been abandoned upstream [1] and it looks unlikely to be ported
to Java 11+ in the near future.
ikvm has no reverse dependencies and a low popcon, maybe the package
should be removed?

ikvm build depends on openjdk-8-jdk, which is not expected
to be part of the buster release.
If possible, this should be changed to default-jdk
(this currently depends on openjdk-9-jdk).
If a specific version has to be chosen, openjdk-11-jd
