thing for `apachectl start` in terms of wrapping to use systemd, but we
don't do t

on certificate renewal certbot will stop Apache and start it afterwards.
The relevant commands are pre_hook and post_hook in
/etc/letsencrypt/renewal/CERTNAME.conf.
