Control: reopen 900671 progress still fails to cross build, because the patch was incorrectly applied. The patch asked to include "buildtools.mk", but what ended up being included is "buildflags.mk". Thus PKG_CONFIG is literally "pkg-config" rather than set up by buildtools.mk.
