According to lintian.debian.org, not a single package in the archive has its changelog in an ancient encoding: https://lintian.debian.org/tags/debian-changelog-file-uses-obsolete-national-encoding.html If someone has mojibake in the git repository, you can just output it as-is or replace the offending characters with U+FFFD; any browser will cope with either of these ways. Yet here we have a case of correctly encoded file that's mangled.
