reuploading (NOT going via DELAYED).
The logic for this? AFAICT, mailman_url() is only called with a value
for $pattern when it has to resolve logging. I

The recent listadmin nmu added a resolve_redirects function and calls it
from mailman_url. However, mailman_url is called not just on http urls
