As mentioned above, libgdk-pixbuf2.0-bin is required for nautilus to
generate thumbnails. Nautilus' requirement for libgdk-pixbuf2.0 should
be updated to libgdk-pixbuf2.0-bin.

Nautilus depends on libgdk-pixbuf2.0-0 which recommends
libgdk-pixbuf2.0-bin.
Try to install the libgdk-pixbuf2.0-bin package.

Is libgdk-pixbuf2.0-0-bin installed?
I had the very same problem and installing it solved it for me.
My (uneducated) guess is that libgdk-pixbuf2.0-0-bin was part of the
libgdk-pixbuf2.0-0 package in former releases, whereas its now split and a
package on its own.

Dear Maintainer,
i install buster fresh (no upgrade) in 12/2018 on 2 machines and i got no
thumbnails on both machines.
I hope after the freeze it will be fixed but i still have no thumbnails.
