In Apache one can set the values in the apache config file for that
spesific site. but this does not work for php cli ofcouse. and i think
it would become a mess if the apahce2 and cli timezone differs
Is may be possible to drop a snippet into
/etc/php/7.3/[cli|apache2]/conf.d/11-cacti-set-timezone.ini from cacti
if that is allowed in policy?
But that could quickly devolve into a wild chaos of different packages
trying to set different settings for the same value that are more
"system" wide?
