debhelper 12.5.* breaks the arch:all (only) build of nvidia-cuda-toolkit (debhelper-compat (= 12)). The binary-indep now runs the override_dh_makeshlibs (no-op) and override_dh_shlibdeps (fails) targets, the latter does not expect being run with no shared library being built. Compare https://buildd.debian.org/status/fetch.php?pkg=nvidia-cuda-toolkit&arch=all&ver=10.1.105-3&stamp=1565991064&raw=0 (debhelper 12.4) to the attached buildlog using debhelper 12.5.3 I can reproduce similar errors with gdk-pixbuf/experimental during a binary-indep-only build.
