Control: tag -1 fixed-upstream, pending

Thank you for the report.
This has already been fixed in my git repo. apt-offline is pending a
new release/upload, version 1.8.2, which has many more fixes including
APT metadata validation (DBUG: #871656).
I hope I can do a release soon
