I have done this, and verified that the USB ports work if
CONFIG_PCIE_BRCMSTB is
Package: linux-signed-arm64
Version: 5.7~rc5-1~exp1

it looks like we might need
CONFIG_PCIE_BRCMSTB=m
to allow USB to work on the pi 4. I can verify that 5.7~rc5-1~exp1
boots fine on
