As dist-upgrade across multiple releases aren't tested (and supported),
I would do the following:
- Upgrade from 239-15 to 241-7~deb10u4 (buster), reboot
- Upgrade from 241-7~deb10u4 to 246.6-2 (bullseye)

I just ran some tests, and I don't think sudo is the problem. And to be
clear, this isn't a "dist-upgrade". This machine is running sid, and an
"apt upgrade" triggered this issue.
The current state is that the machine is up-to-date with the exception
of systemd.
Somehow I think your problem might be related to sudo
If you log in as root, and then do the dist-upgrade, do you get the
failure as well?
Please provide a full log in that case.
