There is an existing package ("devtodo", popcon 74, maintained by the Debian QA Group) which provides an executable "todo" on the default search path. The listed homepage flags the software as unmaintained, and the last non-QA upload was in 2016. There will be an explicit "Conflicts" clause for that package.
