Recently OpenStack 'victoria' got released. It requires qemu 4.0.0 or higher. Debian has 3.1 in buster and 5.0 in buster-backports but newer one is not available for arm64 architecture (bug [1] reported) 1. https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=971442 The reason is lack of pmdk build for arm64.
