The bug is not a Debian specific one, so it should be reported and fixed
upstream at KDE:

Please also leave a comment here at this bugreport with the url of the
upstream bug, so we are able to track the upstream bug status. To do this

Dear Maintainer,
when view/header/standard is configured some attachments are not shown in the
email window, so that there is no indication of an attachment there. Switching
to view/header/decorative shows the attachments in the same email
