After encountering this problem today, what worked for me was to download
v3.1.36 from GitHub and use that directly, instead of using the Debian package.
So, I wonder, is the problem in the Debian packaging somehow?

It isn't a solution and not a patch. These are the changes done to
smarty_internal_templatecompilerbase.php since the last release,
