Most Xfce Settings windows (including Settings Manager, Accessibility,
Appearance, Desktop, Display, Keyboard, Window Manager, Power Manager, etc
etc) ignore my chosen theme and have retarded giant ~2.5x height title bars,
similar to the hideous Gnome 3 style.

Ironically, both the Appearance and Windows Manager settings windows allow you
to set the Xfce4 theme but completely ignore whatever theme you choose.

I don't care at all what the default is, but if I set a theme then I expect the
window manager to use what I choose.

Fortunately, these xfce4 windows don't seem to have the inscrutable
hieroglyphics as menus in the title bar yet, but i suspect that's only a
matter of time because they've put a search icon in there, which expands the
title bar to waste even more vertical screen space for a search input box.

One of the reasons I run Xfce is that it **doesn't** look like Gnome 3.  There's
not really much point if they're just going to copy gnome's mistakes.

ps: I use TraditionalOk from mate-themes but I tried several other xfce4 
specific
themes.  Same grotesque result.
