I think the related octave library "h5readatt_octave.oct" is already
included in Debian package.
Just try to add to the octave path:
addpath
'/usr/lib/x86_64-linux-gnu/octave/packages/openems-0.0.35/x86_64-pc-linux-gnu-api-v55'
