The MATE configuration is tweaked using gschema override files. Apparently an inconsistent configuration slipped in: The share/glib-2.0/schemas/31_debian-edu+mate.gschema.override file refers to 'debian-edu' as layout file, but the file 'debian-edu.layout' is missing.
