I had the same problem, downgrading made it works...

Later on I did a safe-upgrade that probably brought in some related library and now it is working.

[UPGRADE] node-ansi-escapes:amd64 5.0.0-1 -> 5.0.0+really.4.3.1-1
[UPGRADE] tor:amd64 0.4.5.9-1 -> 0.4.5.10-1
[UPGRADE] tor-geoipdb:amd64 0.4.5.9-1 -> 0.4.5.10-1


Probably newer libgpg-error.so.0
