as said in https://lists.debian.org/debian-release/2021/11/msg00018.html (#998339) nss 2:3.72-1 removes xulrunner-nss.pc which xmlsec1-nss.pc relied on. This has now been fixed in xmlsec1 1.2.33-1. (Which at the time of this writing is 3/5 days old and if this migrated in 2 days the "libreoffice regression" caused by this should sort itself out itself and nss migrate then some time after( But I think libnss3-dev should add appropriate Breaks: for eventual partial upgrades.
