I can confirm Nicolas' finding that this bug is not present on Sid
(1:4.6p1-6) and /etc/nologin is honoured by sshd there -- even with
keys.
It would be nice though, if this could be fixed in Etch (1:4.3p2-9)
though. (Therefore Cc to debian-release.)

this bug should definitely be fixed in the Etch-release because it makes
working with OpenOffice.org very hard when the fonts are blurry.
Debian is released as a whole distribution and I think that's why the
packages should link to the correct libraries.

More CGI necessary environement variables could be added, but the more
you add, the more could be set on the command line manually so that
the -f feature doesn't work anymore on the command line either.

this without fiddling
around as root? Didn't find anything in the man page except -F which

Oh, and I also was able to reproduce the same behaviour with Sarge on
amd64.

Here is a workaround (for those, like, who are not to familiar with
library preloading):
