FYI, it seems that the triggers mechanism has been implemented in Dpkg, which 
would address some of the discussions in bug #117484.

Btw, concerning the original complaint, phpGroupware keeps asking for mysql 
root password at every upgrage, even though no DB operation may be needed.

This is of course suboptimal.

I'll try and investigate on a way to improve the situation.

Too bad previous maintainers didn't add bits of was to do so in the bug's 
thread, if they ever had an idea how to improve that ;)
