With my tests at least, configure is patched before configure.in,
since it's first in the .diff.gz. You could try putting a 'touch
configure' in the debian/rules clean rule. I'm testing that now.
Also, I had to run aclocal-1.9 and autoconf2.
After experimenting with different kinds of slapd database corrution on
2.2.23 I've found out that this behavior is hapenning then db
environment files (/var/lib/ldap/__db.00[1-5]) are missing or severely
corrupted.
ltracing slapd shows that it stucks in dbenv_open, so it's problem in
berkeley db

I've been experiencing OOPs in swapper throughout all 2.6.x kernels I've
tried. This latest bug may be due to the same root cause.

Looking at the source package, this uses autoconf, but not automake.
As a result AM_MAINTAINER_MODE will not be of any use because the
Makefiles are hand-written.
The solution in this case will be either altering the Makefile to not
ever do re-bootstr
