Perhaps this has to do with the fact that the daemon can't be started at
all by default.
Look at the DAEMON_ARGS in /etc/init.d/pgbouncer. It should be ="-d
/etc/pgbouncer.ini".
Also, /etc/init.d/pgbouncer restart fails, too.

I completly disabled ssl on one server, to see whether the ssl module
