Downgading to 1.6.3.901 mitigate the problem waiting for an upstream fix.

graphicsmagick_1.3.5-5.1 built fine on all architectures (although it
was manually uploaded on amd64), and the -5.2 NMU I just uploaded to
DELAYED (again on amd64) built fine for me as well.
