The package actually build with vala 0.14.1 (as tested on Ubuntu Precise).
This bug will be fixed when this new vala will reach Debian.

This package can be removed.
There's no replacement. But because imhangul and nabi are getting used
less and less, this package is not useful much. There's no upstream
support anymore and porting to GNOME3 will be non-trivial.
