However, that version built and installed successfully on all

I can confirm this bug, downgrading to the version in testing (2.0.9-1) fixed

Don't know about the fresh installations, but today's upgrading VLC from
2.1.1-1 to 2.1.2.-1
went fine. No glitches.
Errors like the one reported are usually fixed with
$ dpkg --configure -a
and/or
$ apt-get -f install

Saw both the bugs #721666 as well as #729080. It is/would be
nice to have an alternative GUI front-end to install software with
pictures (screenshots) etc.
I did see that the version in debian is pretty much backed up
vis-a-vis the version in Ubuntu. We have
