Looks like the package is just missing a Build-Depends on libssl-dev.
Presumably previously libcurl4-openssl-dev depended on libssl-dev, and
this package was (incorrectly) relying on that continuing.
Once I add libssl-dev to Build-Depends, the package builds fine for me.
