I just filed #880409 against python-django to add
Breaks: openstack-dashboard (<< 3:12)
to (hopefully) make the upgrade paths work by
removing/deconfiguring/upgrading openstack-dashboard (the stretch
version) first before upgrading python-django (to buster).
