Sorry, I have sent an incorrect, unchecked patch, please ignore it.
My idea for fix is the same: do not rely on what tex engines are used by latex
and pdflatex.
Here is a correct patch:

Please merge this bug with #340075 and #340076, which I have reported unaware
of this bug.

The system was configuring tetex-bin at the time and the new version

At boot time nothing hotplug related appears on the screen, not even
