this is clearly a hotplug / udev (permission settings) problem. Until now, I've used an hybrid system that run in udev some hotplug rules. But it was based upon udev' hotplug backward compat which seems no more available now. A temporary solution is to edit /etc/udev/nut-usbups.rules and
