The default use of OpenJDK 17 causes bazel-bootstrap to FTBFS. This is an

traced it to a version incompatibility with some libraries and a known
container issue with Bazel 3.4.0. The libraries are in sync now and I'm
preparing to upload a new upstream version of Baz

looks like this was caused by a recent upload of opencensus-java that
removed two symbols. I am working on an upload of an updated grpc-java
package that no longer requires those symbols.
