This only works if you happen to use gcc 4.1.1 to compile the C program
you're dealing with, but my gcc thinks it's version 4.0.4:

This bug can be fixed by changing the build dependency back from gcj-4.0 to
gcj (which pulls in gcj-4.x and includes the missing gcjh binary).

At the time of the build this still worked, but the
postgresql-server-dev packages keep breaking in interesting ways.
