1) it only affects unstable (which is named so for a reason)
2) libotr5 has been sitting in experimental for quite a while, and upstream
devs have been quite vocal about the transition
3) libotr5 can be installed alongside libotr2

Anyway, I believe that the patch I proposed for #482643 might be an
answer to that problem as well. Unfortunately nobody ever tried to
test it for now. It's likely gonna need an addtional check ("is the
record db empty") to fully address your bugreport.
