It's not a big problem to remove whole tcpdf library from Moodle src - it
is not used by Moodle itself. However, there are other issues with the
package - including security fixes and I'm afraid there is too much work
too little interest in maintaining

The big jump in a version was necessary to fix several security
vulnerabilities that has piled up over the last few years. I will
create a new version of the package that will depend on www-config
asap - hopefully later today.
