I can confirm this too on an amd64 system. Rebuilding package from source makes the mod_vroot plugin working. I suggest to rebuild the package for the next Wheezy dot-release. It is really sad to see that this is not fixes since Wed, 10 Jul 2013, because it's so simple to fix. Config: DebugLevel
